Ministerial Decision No. 32 of year 2021 concerning amendment of the airport and passengers’ services fee

Director General of the Directorate General of Civil Aviation - Eng./ Yousef Sulaiman Al-Fauzan, affirmed that Ministerial Decision No. 32 of year 2021 concerning the amendment of the airport and passengers’ services fee comes in line with what is applied at the international airports in terms of fees levied by countries on airline companies in return for the services rendered to these airline companies.

Eng./ Al-Fauzan said in a special statement to Kuwait News Agency (KUNA) that the aim of the Decision, which comes as complementary to Ministerial Decision No. 1/2019 issued in year 2019, is to improve the services and raise the level of capabilities and competencies at Kuwait International Airport, noting that the decision specifies the service fees at Kuwait International Airport, same as what is applied at international airports in return for the services rendered by the State to airline companies operating at the airport, whether national or foreign.

Eng./ Al-Fauzan pointed out that the new fees come to establish a type of balance between the costs borne by the State to operate the airport and the revenues realized as a result of the services rendered to these airline companies.

Eng./ Al-Fauzan explained that the fees applied at Kuwait Airport are considered the lowest compared to what is levied at international and regional airports, indicating that those fees set forth in Paragraph No. 3 of Table No. 4 attached to Decision No. 1 of year 2019 are operational fees in return for the services of the Operations Department with respect to the services of the airport and passengers that are included in the Ministerial Decision No. 1 of year 2019 to become 3 Dinars for the departing passenger and 2 Dinars for the arriving passenger, which are borne by airline companies operating at Kuwait International Airport, as the Decision will come into force effective from 1st June.

Eng./ Al-Fauzan stated that airports in the world have become one of the most prominent economic sectors to realize additional revenues for the countries, indicating that the Decision comes as a step in the direction of enhancing non-oil revenues for the State.
